Prepared Opium Ordinance, 1891
Ao as to restrict the further smuggling of prepared Opium on board their Steamers, into Canton or Macao.
2. I have carefully read the papers relating to the despatch, & I consider that Section 439 of Ordinance 1891 requires amendment, and that there is no reason why the amendment should not take effect immediately, instead of waiting until the Attorney General proposes, when the form is next let.
3. As the Petition is signed by two unofficial Members of Council, there is not likely to be much opposition.
4. I have therefore to instruct you to introduce, and to carry if necessary by the official majority (though it is not likely that this will be necessary), an Ordinance amending Section 439, and repeating the first sentence of Section 39, and Ordinance No.7 of 1891; making it an offence against the principal Ordinance to bring or have in possession on board a ship, which is bound for or about to proceed to Canton or Macao, Opium which is not entered in the Manifest of the ship.
